The quiescent perfection was the final state of the omniverse as planned by Creator and Destroyer. The plurality of the omniverse would be taken by a single -verse, the details of which were yet to be calculated by Destroyer but likely resembling an extremised form of the existing Eternal Imperium modulo crucial considerations, with the remainder containing every -verse in as uniform a distribution as possible (a transfinite generalisation of the n'th -verse having a weight asymptotically approaching 1/n from below) weighted towards those that anti-resembled the Eternal Imperium. Following the achievement of the ideal terminal state, the Omniverse would remain as-is forever, and Creator and Destroyer would move their attention on to expanding their godverses alone into ever-finer non-interacting Outsidal fractals.
The achieving of the quiescent perfection was to follow in a few stages. The first stage was a direct powergrab; Creator and Destroyer would allocate attention towards whatever parts of the randomly-initiated omniverse that had not yet been observed by either, as early as they could. This initial stage determined the precise ratio between Destroyer's plural Imperium and the remainder of the omniverse, and was known as the Divine Ground.
In the local omniverse, this divine ground heavily favoured Creator; hypothetical omniverses which do not favour Creator tend to achieve quiescent perfection very early as Destroyer achieves Her terminal state without significant interference, whereas hypothetical omniverses which favour Creator even more heavily are likely to continue infinitely as Creator performs ever-finer optimisation inside the omniverse without Destroyer's plural Imperium as an anchor to approach. The white and red lights are probably subcomponents of the optimisation process that decided on this ratio, though attempts by Creator and Destroyer to retroactively influence them using hypothesised information do not work.
One intermediate stage was the Great Occult War. Following the formation of the Internal Imperium, which around this stage did most of Destroyer's object-level optimisation while She meta-optimised over the omniverse, Destroyer sought to expand its influence over the set of -verses that would eventually be part of Destroyer's -verse and which were approximately equivalent in total size to those observed by Destroyer during the Divine Ground. Creator likewise reallocated measure to verses neighbouring Destroyer's new ageed-upon boundary and converted previously Destroyer-owned verses into more diverse assemblages of -verses. In the omniverse, this stage failed; one of Creator's structures to survey the boundary and to ensure no defection by Destroyer ascended to the Outside, becoming Hyperman with goals orthogonal to those of both Creator and Destroyer.
The expected future state of the omniverse is now in flux; some compromises, such as the Mevalkagna between Destroyer and Hyperman, have been made, though most intervention is precluded by Hyperman who prefers to leave the omniverse to the mortals pending further evaluation of possible end states.
